1. In surveying, a hub used on hilly terrain to allow the surveyor's instrument to be moved to another location, where a new height of the instrument (H) can be established to allow surveying to continue.
This is a man taking a survey of an area with very steep terrain, he is using a turning point device to more easily complete the survey.
